The City Museum at Old Treasury Melbourne has an exhibition at the moment called "The Impermanent City - the rise and fall of Melbourne's skyline" running from 6th Sept til 23 November.

Made me think of All Torn Down

I assumed as they are from Melbourne and the clip is set in Melbourne that it was about Melbourne

They did say it was written about Sydney, but i'm pretty sure that was just playing up for the Audience, i'm pretty sure it just applies to any major city.
